Freedom of Speech/Expression Fed's Pay $80,000 over Anti-Bush Shirts

Seems like it was all about the

Feds pay $80,000 over anti-Bush T-shirts:

This is a different twist on the freedom of speech/expression discussion. In this case since it was at the state capital it seems the usual arguement about it being a private event is not valid. Also the usual heckling arguement is not valid unless you could argue that it is a visual heckling

Can anyone explain why the taxpayer foots the bill instead of the Bush campaign? I would assume that Bush was already President?

The front of the Ranks' homemade T-shirts bore the international symbol for ``no'' superimposed over the word ``Bush.'' The back of Nicole Rank's T-shirt said ``Love America, Hate Bush.'' On the back of Jeffery Rank's T-shirt was the message ``Regime Change Starts at Home.''
