Hopefully he meant that we're thinking of ways to harm the country so we can protect against other people doing it. Hopefully.

I am sure he meant harm their people. Poor Bush. He does suffer a bit from "mouth in motion before brain is fully in gear."

Actually, what he probably meant to say is that we never stop thinking about the new ways our enemies could harm our country.
