Since no WMD were found and we are not doing it for "oil" when are we going to help the rest of the countries for humanitarian reasons. How did we decide who needs help first?

You're right about funding the rebuilding... it's certainly got to come from somewhere. It'll be interesting to see what "suffers" because the money is being shipped to Iraq. Quite frankly, there's so much pork in every financial item that passes through Congress, perhaps those wasteful things could go by the wayside?
Those tyrants, dictators, etc, you speak of weren't just helped or welcomed by Republican administrations! The Democrats have aligned themselves with some pretty bad characters over the years too!
I'm not sure I completely understand your questions on the "humanitarian" issue, but then again, I'm tired so it's probably just my eyes crossing...
