PR WebCert Changes

I just throught I'd drop a line here since I know there's several members of our program that like WebCerts that originate from DOD

Because of volume improvements in WebCerts and new arrangements with eCount (WebCertificate's Operator), PR is now offering WebCerts in $5, $10, $25, $50, and $100 denominations (as opposed to the original $20, $50, and $100 denominations) and the cost on $50 and $100 WebCerts are now lower by 1000 points ($50) and 500 points ($100).
