The webcertificates work everywhere, just like a mastercard. You can add to your account from any program that gives webcerts (or people can send you gifts). You get an account and it's yours forever. All your webcerts accumulate and you can spend it all or small amounts at a time. If you get the plastic card, you can spend offline too. I never had a problem adding or spending.
With the various programs taking longer to send the restaurant gift certificates and the gift certificate sites (800gc and gc.com) taking just as long, you can use the webcert and go over to the restaurant sites and order directly from them. You'll probably get it faster. All the restaurants you get gcs from on the point programs sell their own online (I checked).
However, with the webcert, you can spend your money anywhere mastercard is accepted, so you are not just limited to restaurant gift certificates (or Amazon gift certificates)
It's also a good way to combine your earnings from your various programs, as regardless which program you get one from, you can add the money to the same account--just as with flooz, although flooz is limited to where you can spend it. Although you can use flooz as a payment method at 800gc (even though flooz doesn't tell you this on their site, it does appear as a payment option at checkout at 800gc).
I would tell you that if any program gives you the option for webcert or flooz go for them.
