Can Webcert be used to open paypal account or Viceversa?

Can Webcertificate be used to verify a paypal account?Since i dont have a paypal account,hence i was thinking if this would do the trick,whaddya think?

Don't know about being verified with a WebCert, but you can
signup at Paypal without being verified(i.e. credit card, bank account). You are considered non-verified-you still can receive & send funds but they set limits.

Ummm......thats strange,Because when i made an account there 2 days ago,there was an option on my main accounts page entitled View Limits,and when i clicked on it,it took me to a page,where i saw was written 0.00$ in front of view limits heading,so how come its 0.00$'s???

Are u sure that this 2000$'s sending limit is for(Now this is important line) unverified accounts which means that they didn't register there Bank account as well as credit card details?

if it is true,then how come i can't see 2000$'s written in front of my View Limits option ?

Plz if u can,do clarify this out for me . Once again thx a lot .

You might want to contact them directly. I looked at PayPal too, and I'm not sure those same limits apply for International, non-verified. This sounds like something you want an answer directly from the horses mouth on. PayPal does have a good help section, but I couldn't find any DIRECT information on sending/receiving limits for int'l non-verified. If I were you, I'd take the time to fill out a customer service request form, and get an absolutely certain answer.

If my memory is correct-Did you receive a email from Paypal in
which you are suppose to click url provided in Email to confirm
email address? I don't know if this might be the reason you aren't
seeing a limit?? If not I would call paypal-are you International??

Thank you for contacting PayPal.

When you add a credit card to your account, you may be granted an Initial
Sending Limit. The specific sending limit applied to your account is
dependant upon the amount of information that can be verified before you
complete the Membership Process. If some information cannot be verified
with your credit card issuing bank, you will receive a lower limit until
you are able to successfully complete the Membership Process.

Once you complete the Membership Process and your account is
International-Verified, the Initial Sending Limit only applies to those
cards for which you have not entered your Member Number. Payments sent
from an International-Verified account balance, eCheck or Instant Transfer
payment methods, or from cards that have completed the Membership Process
will not have a sending limit. (International members must have a
confirmed U.S. bank account to use the payment methods eChecks and Instant
Transfer.)

To add your debit or credit card and complete the Membership Process,
please follow the instructions below.

1. Log into your account at [Only registered and activated users can see links. Either login above or Register Now] by entering your email
address and password in the Member Login box. This will take you to the
"My Account" page.

2. Click on the "Add credit card" link in the "Activate Account" box.

3. Enter your credit card number, the address where you receive your
monthly billing statements for this credit card, and your credit card
verification number. The card verification number is located within a
string of 19 slanted numbers on the back of your card. It is the last
3-digits on the far right. American Express lists the 4-digit card
verification number on the front of your card, and appears after and to the
right of your card number.

4. Click the "Add Credit Card" button at the bottom of the screen.

Once you have registered your credit card on your PayPal Account, PayPal
will charge your credit card $1.95. The charge will accompany a unique,
randomly generated 4-digit Member Number.

Check your online or physical credit card statement. If you have online
access to your bank account, it takes up to 2-3 business days for your
Member Number to appear, depending on your issuing bank. If you do not
have online access to your statement, then wait until you receive your
physical statement in the mail to check your 4-digit Member Number.

When you have your 4-digit Member Number, log into your PayPal Account and
click on the link entitled "Complete Membership" under the Account
Activation box. You will be asked to enter the 4-digit PayPal Member
Number displayed on your credit card statement.

Note: PayPal strongly discourages users from calling their credit card
companies in order to obtain the PayPal Member Number before receiving
their monthly statement in the mail. If PayPal receives a complaint from
Visa, MasterCard, Discover, American Express, or a card issuer regarding a
phone call to your credit card company to obtain the PayPal Member Number,
your PayPal Account will be permanently closed.

For a visual display of how to find the card verification number, follow
these steps:

2. Click on the "Profile" link at the top of the page.

3. Click on the "Credit Cards" link in the "Financial Information" column.


4. Click on the "Edit" button. On the next page click on the blue link

Express, a visual display of the front of a credit card will show you the
location of the card verification number.

*You can review your sending limit by clicking the "View Limits" link to
the right of your balance information.

**If you registered your credit card before November 21, 2001, your credit
card was charged $1.00.

Limits for International accounts, depend on various things...the country itself, how much information PayPal can verify with you, etc. Verifying/confirming an International member, is a bit different, and a bit more complicated than a U.S. member. There are different things they do, processes they go through, that are not done for U.S. members.

You can log into your account, and contact PayPal directly via email, and they can give you information you're seeking. No one else can do this for you, as no one else is privvy to information they might need from you.
