Interesting deal, I was going to buy perfume anyway, so this was I can get a couple of free minis and a tie with my order.

I have many thoughts on this deal:

The BeautyBucks, in order to be redeemed, must cover the purchase price of the item entirely. When you sign up you get $10.00 worth, and if you click through from the confirmation email you get an additional .10. So at the time of your first order you won't have enough points to get a free item. It looks like the BeautyBucks orders are done separately with a $2.00 shipping charge, so it doesn't really matter that you can't get something instantly free. The cheapest thing I could find was $12.99. In order to accumulate the additional $2.89 in BeautyBucks you would need to spend 28.90 or more in an order. That's not hard to do.

The $15 off TWO items coupon- I am going to use it to get a free mini perfume with my full-size item order.

There is another coupon CW1920 exp 11/30 that's good for 20% off your order. At the point where your order goes over $75, (not sure if shipping counts for the 20% off, but probably not), you are better off using the 20% off coupon.

So to sum it all up, this MIGHT be a good deal, depending on your situation. There are a lot of other perfume sites out there with other deals. 3 of them are eligible for ebates too, unlike Perfume Emporium.
