Apparently, Dell's prices vary some during the day. Early on the 8th Jan, I was able to get the 400SC with an Intel P4 2.26 Ghz processor for a total shipped cost of $249 (after rebate). Two days before the cost for the same configuration was $319. And an hour after I ordered mine, the price with the P4 2.26 Ghz was $298.

I ordered 2 PC3200 256 MB DDR memory sticks from Kingston to get the memory up to a workable level.
