There's plenty out there. As with everything, what are you willing to pay, and what will you use it for most?

$250 should put you somewhere in the range of a 2 megapixel camera. That would be overkill for putting pictures on the internet for things like auctions (eBay), but would be decent for posting pictures of friends and family. A quick look at CNET's camera search

shows that a Canon A30 has got decent ratings (from other owners) and is in your price range. You can also read reviews at [Only registered and activated users can see links. Either login above or Register Now] and look for good prices using a comparison shopping search like DOD's:

A word of warning for buying a camera out of some of these places, especially ones in NYC. They will have really low prices on cameras, but will try to snooker you into buying overpriced accessories that you don't need. This is how they make their profit. If you tell them you only want the camera, they may say OK, but you end up waiting for weeks for delivery (even though they SAID it was in stock). THEY may even cancel your order after several weeks. One business I CAN recommend in NYC is Broadway Computer. I think they don't play the games like the others do. Another thing to look out for are "Gray Market" cameras - built for overseas markets, usually WITHOUT a U.S. warranty. Ask before you place your order. If you go the eBay route, make sure it's a U.S. warranty item if it is new. Or you can pay less and take a chance.

Here's a good deal

ComputerGeeks has a new Fuji FinePix A201 (2.0 megapixel) for $139. They had a refurbished one for sale a couple days ago and it went out of stock fast.

Also, they have Kodak DX3500 on clearance for 145.00. Here is a review for this:

I have been looking for a good digital camera, and I don't know much about these, but for the money, I'm willing to do more research about it.
