Are you referring to the 1980's American version with Christopher Walken and (I think) Tom Berenger, or the Euro version circa 1995 (Il Quinto Giorno, literally War Dogs)? The American version is much truer to the Forsythe novel, while the Italian version is much pulpier and bloodier. The below all refer to the US Version:

1) download bitcomet (similar to limewire, but for torrent files)
2) go to thepiratebay.com
3) type in dogs of war, check the video box, and hit enter
4) download file
5) burn to dvd as image using nero or roxio
6) enjoy
