I have never seen it either, but I have a pop up blocker so I do not know if that has kept it from coming through.....

Actually, it wasn't a pop-up, it was this new toolbar with a search engine that mysteriously appeared (replaced my google... grrrrrr). It has a pop-up blocker included with it. I really wish I knew how that happened.
