This is actually a link sent out via email for those who have registered a cue cat. Apparently, there were some security problems and people's names and emails may have been "leaked" and there's a possibility that you may be susceptible to spam so this is there way of saying "I'm sorry."

This GC was issued because sombody hacked into the CRQ web site and got all our e-mail address. CRQ issued it as a way of saying sorry don't get too mad.

They are liable to check their records and only give regestered Cue cat owners the $10, but it dosn't hurt to try
