Paypal holds out a portion of anything you get. Doesn't matter if it's money from ebay or a birthday present from your mom. They take their share.

I've actually seen it many times at the top of this topics pages. You may have to just sit and reload the page(s) but look for a banner with green on it that says Pinecone Research =) Once you see it, click it and sign up.
