I emailed them for clarification and this is the reponse:

You may enter the Lee Performance Khakis Sweepstakes as many times as you wish from now until December 31, 2002.

We will be drawing a winner for Lee Performance Khakis Product every week from now until the end of the year. We're also drawing four monthly winners for the Washer and Dryer - the first prize to be awarded will be drawn on September 30, and then the last day of each month through December 2002.
