Your an ***. How can you assume that because this person has asked for that information, he or she is looking to make fraudulent purchases to a business? You wouldn't like someone to do that to you. I'm totally aware that the things like you assume is trying to do happens, but who are you to say every person that uses the deferred billing system or trying to steal from it?
