"Bump" is simply an easy and quick method for moving a thread from lower in the forum queue to the front of it. For example, you find a freebie and want to post it. First you search the site, and find it had already been posted but several months ago. You can either post to the older thread with information, thus moving it back to the head of the forum, or you can post "Bump, offer still valid." and that will have the exact same effect without a lot of extra work.

PS - Watch in the Freebie forum. I'm going to bump a thread I posted several months ago called "OT - Cautionary Freebie Tale" to the front of the queue, even though it is an older post.
