Yes, it's entirely possible. People cheat on their taxes, steal, etc. no matter what their income level (Winona Ryder, a recent example).
Their morals and ethics dictate their behavior, not their bank account.
As for how much, if any, jail time she should do, I leave that up to the judicial system to decide.
