You can get some towels at your local discount store, ones that are pretty decent for not much money. I bought mine at a K-mart. Then go to a Wal-mart or fabric store, buy enough trim to sew on the bottom of them to make decorator towels.

I did this for my friends, they loved them.
I used lace, but you could use eyelet trim, whatever you want. You just cut the trim so it fits about 1" around the back of each towel, turn the trim under to prevent fraying, and stitch on sewing machine, or by hand if you wish. I did not trim the washcloths, just the hand towels and bath towels. You might just want to do bath towels to keep the cost down. It took me about 2 hours to do towels for a family of 4 people, but it was worth it in the end. For one of the sets I bought light peach color towels and trimmed them with an ecru color eyelet type trim. The peach color showed thru the trim.
