Here's how I do it:
I break up and brown 1 pound of ground beef in a large frying pan. Then I mix 4 cups milk and 4 heaping tablespoons of flour in a separate bowl (I use a wisk to try to get out the lumps). After the hamburger is browned, I add the flour/milk mixture and continue to cook in the large frying pan until I see the milk start to thicken. Most people would add black pepper (a lot) to the milk and flour mixture before cooking but I season it when I serve it since my kids like it without any black pepper (my husband and I load it on after the fact). I serve it on top of toast. My family likes when I make peas (cooked separately) with it. They mix them in with the hamburger gravy.
