Only speculating here, but they probably have a very limited number of rooms for this program, so getting your preferred date reserved could be difficult. Trouble is you won't know how difficult it will be to reserve the dates you want until after you have sent in your money for processing and handling.
The service I tried similar to this one, I filled out the reservation form 3 times for different dates and each time the date I wanted was not available and they requested I pick another. It would have been quicker to have called them to ask which weeks were open, but I didn't bother. No refunds either.
